The Scotts Valley City Council approved the consent agenda and then the regular agenda by unanimous voice votes.
During the consent-agenda vote, a council member moved and another seconded; the council voted "aye" with no recorded dissent. The council then approved the regular agenda by unanimous voice vote as well.
The council later convened a closed session under Government Code section 54956.9 to discuss existing litigation: Justin Norgreen v. City of Scotts Valley. City Manager, City Attorney Powell and the police chief attended the closed session. The council reported after reconvening that there was nothing to report from the closed session.
No individual motions, roll-call tallies with names, or detailed vote counts were recorded on the transcript for the consent or regular agenda items beyond unanimous voice approval.
