City council appoints David Percifield to planning commission; unanimous vote

The Ridgecrest City Council voted 4-0 Wednesday to appoint David Percifield to the city planning commission.
Percifield, introduced by Councilmember Rajaratnam, described a background in military construction and explosive-safety engineering for Department of Defense projects and said he wants to support “practical” development in Ridgecrest. “I have a background in working construction projects for the military,” Percifield told the council. He said his most recent large project was “P 1910,” a magazine complex rebuilt after an earthquake, which he described as a $168,000,000 program he delivered for less than budgeted.
The nomination came from Councilmember Rajaratnam, who moved to appoint Percifield. Councilmembers Blades, Rajaratnam, Heyman and Gorman each voted “aye.” There was no public opposition recorded during the item.
Percifield told the council he is an ex-Air Force service member and more recently has worked for the Navy, saying he served as a branch head for NUCWD and earlier as director of the Navy Admissions Command before that work was reorganized. He told the council he has begun reviewing local requirements and is prepared to learn additional city rules where needed.
City staff said they will follow up to complete onboarding; the council instructed staff to send appointment paperwork and system access to Percifield in the coming week.
Council members also used the meeting to offer condolences to the family of Planning Commissioner Warren Cox, who Rajaratnam said “served our community for almost 10 years.”
