Councilman PJ Breisch, reporting for public works, said staff found residents who are borough customers but are connected to the Talmanson sewer system have been underbilled because the borough's billing to those homes was lower than the amount Talmanson charges the borough.
Breisch said the borough had prepared a draft letter for roughly 40-plus affected homeowners explaining the discrepancy and potential financial implications. The letter had not been sent as of the work session; Breisch said the draft would be included in the borough manager's weekly update and distributed to council for review.
“I actually had a question for John. John, do you know has this letter been sent or is it planned to be sent?” Breisch asked; borough staff confirmed the letter was planned but not yet mailed.
Breisch said committee members recognized the potential negative financial impact on those homeowners and asked for time to ensure the text is clear, that homeowners understand the situation and that staff consider mitigation or transitional options before final mailing.
The topic arose during a broader presentation on wastewater treatment-plant modernization; staff made the technical presentation available on the borough's OneDrive and invited council members to review supporting materials.
Breisch said the affected homes are concentrated in Ward 3. He asked colleagues to read the draft letter before it is distributed and to submit questions to staff so the borough can finalize its approach and avoid surprising residents with unexpected charges.
No formal council action was recorded at the work session; staff will bring additional details and any recommended next steps back to committee and to full council as appropriate.
