Cottage Grove approves change orders for Cleveland Street project, using Senate Bill 1530 funds

Cottage Grove city council on April 13 approved two change orders to the Cleveland Street capital improvement project, expanding the project scope and using state Senate Bill 1530 funds.

Public Works Director John Stewart told the council the original contract with BAB Construction was awarded at $2,052,998.57 and that the city had been allocated $3 million through Senate Bill 1530 to install water, sewer and storm infrastructure. Branch Engineering and the contractor proposed two change orders. Change Order No. 1, $226,956.50, added two 3-inch conduits for future telecommunications and upgraded portions of the water distribution line. Change Order No. 2, $1,048,262.67, extends sewer collection lines to serve future Kathleen Drive and South Third Street and represents Senate Bill 1530 phase 2 work.

Stewart told the council the second change order is within the scope of the original invitation to bid because the project purpose included extending utilities to serve future development in the project area; staff concluded the additional work would not have affected contractor selection. The city plans to use the remaining SB1530 appropriation to complete a preconstructed sewer lift station and other phase 2 items.

Council voted unanimously to approve both change orders and directed the city manager to sign the amendments. Stewart said the work will help serve planned housing and development and supports the city goal of increasing land for residential and workforce housing.
