- Consent calendar (Items 1–6): Adopted as presented. Vote: 11 ayes.
- Items 7 and 8 (ordinances amending planning and building codes on development impact fees; adopt citywide nexus analysis and related findings, and affirm CEQA determinations): Finally passed. Vote: 10 ayes, 1 no (Supervisor Preston voted no). The clerk recorded the ordinances as finally passed.
- Items 9–11 (ordinances authorizing settlement of opioid-related lawsuits): Passed on first reading. Vote: 11 ayes. The ordinances authorize settlement of lawsuits filed by the City and People of the State of California against Walgreens (about $229,000,000), Cephalon/Teva ($24,800,000) and Allergan Finance LLC (approximately $12,900,000). - Item 14 (acceptance of the Reinvestment Working Group governance plan, business plan and viability study for a municipal finance corporation/public bank): Adopted unanimously under the "same house, same call" procedure. Vote: 11 ayes.
