Rec & Park presents India Basin waterfront park plans; board approves first-reading vacation and transfer for 900 Innis

David Froelich, project manager for Recreation and Park Department capital planning, presented the India Basin Waterfront Parks renovation plan, describing environmental remediation underway, a network of linked parks and trails, and a community-driven Equitable Development Plan designed to benefit Bayview Hunters Point residents. Froelich said the proposed street and public utility easement vacations would "accommodate these important park improvements" and are analyzed in the India Basin Mixed Use EIR certified in July 2018.
Public comment included nearby residents raising utility and environmental concerns. Jill Fox, who lives on Innis Avenue, urged Rec and Park and developers to be transparent about undergrounding utility lines and said existing poles installed in 1941 carry project-related load. Jorge Francisco DeCosta and other callers asked about shoreline risks and contamination remediation and urged caution given liquefaction and flooding concerns.
On the legislative side, the board voted on item 47 (the street vacation, property transfer and public utility easement vacation for 700/900 Innis Avenue) and passed the ordinance on first reading unanimously. Item 46 (the public hearing) was heard and filed.
Why it matters: The street vacations and interdepartmental property transfer are an early step enabling Rec and Park to take title and construct a remediation-driven waterfront park project in a historically underserved neighborhood. The project includes planned park construction at 900 Innis and coordinated open spaces at adjacent sites.
Next steps: Rec and Park plans to return to the board for a second vacation boundary at a later date once survey work completes. Construction on the 900 Innis park was described as hoped to begin in summer 2022, subject to remediation and coordination.
