Board approves six-month lease for 125 Bayshore navigation center to address encampments

The Board of Supervisors unanimously approved a resolution on Jan. 30 authorizing a lease of approximately 31,000 square feet at 125 Bayshore Boulevard with WYL Orion Properties for use as a navigation center, initially for six months with five one-year renewals. The lease rent commencement window was described as approximately April 1, 2018 to no later than Sept. 30, 2023, per the committee report presented to the board.
Supervisor Ronan, whose district borders the site, described the location as near large encampments and areas with pedestrian and bicycle safety concerns. He said the site will provide an option to move people in encampments into a location where services and protections can be offered, and he thanked Assemblymember Phil Ting for securing $10 million in state funds to help finance the lease and operation.
The resolution passed on the floor with an 11–0 roll call after committee referral; the clerk recorded the unanimous adoption. Supervisors praised outreach and partnerships with the Office of Homelessness and Supportive Housing and other city departments as part of making the navigation center operational.
Next steps include lease finalization with the landlord, scheduling of lease commencement, and operational coordination with homeless services providers. The board also rescinded and re-took a related roll call on a separate item during the meeting to ensure procedural accuracy, and confirmed unanimous passage for the navigation center lease.
