Votes at a glance: leases, donations and ordinances approved unanimously; Board acts on multiple contracts

Human Services Agency sublease (Item 4)

The board approved a resolution authorizing a sublease at 1440 Harrison Street through Sept. 30, 2025, for use by the Human Services Agency. The first-year rent was described in the staff report as approximately $3.6 million with annual increases beginning July 1, 2018, and three five-year options to extend. Supervisor Aaron Peskin said an independent appraisal and subsequent review showed the amount was market rate even though it represented a substantial increase over prior terms. Claudia Gorham, a Department of Real Estate assistant director, explained that a new sublessor—s market-driven negotiation and arbitration history involving the San Francisco Unified School District constrained direct negotiation with the district. After discussion the board adopted the resolution unanimously.

Gift to citywide affordable housing fund (Item 5)

The board accepted a gift of approximately $6,000,000 from RDF 75 Howard LP to the citywide affordable housing fund in connection with a project at 75 Howard. Supervisor Malia Cohen and Supervisor Kim spoke in support; the resolution passed unanimously.

Contract amendments and administrative items (Items 6, 8—)

The board authorized contract amendments and limit increases for multiple citywide contracts covering operations and technology services, including agreements with Bombardier Transportation Holdings USA, Computerland of Silicon Valley, OnPoint Technologies, Extech JV and Intervision Systems. These amendments raise contract ceilings to meet ongoing procurement needs and were adopted unanimously under the consent series.

Ordinances advanced on first reading (Items 14 and 15)

The board passed two ordinances on first reading by unanimous vote: one amending procedures to enable the Entertainment Commission to weigh in on noise issues for proposed hotels and motels that would sit near performance venues; another updating the Health Code to prohibit pet stores from selling dogs or cats not obtained from animal rescue organizations or shelters and to bar sale of puppies or kittens under eight weeks old. Supervisor Norman Yee and Supervisor Jane Kim joined other members in support; the ordinances will return for final passage under the normal legislative timeline.

Other votes

The board also approved a resolution authorizing sale of tax-defaulted property, a resolution authorizing the Airport to modify a professional services agreement with Bombardier for AirTrain operations and maintenance, and several personnel and commission appointments.
