Board approves multiple resolutions and ordinances (items 17–30); members later rescind and re-vote

During its Jan. 31 meeting, the San Francisco Board of Supervisors approved a slate of consent items (nos. 17–30) covering property transactions, grants, leases and planning actions. Among the items passed were:
- Item 17: Resolution authorizing sale of transferable development rights from the War Memorial Complex at 301 and 401 Van Ness Avenue. - Item 18: Retroactive authorization for the Recreation and Park Department to accept and expend up to $670,000 for landscape improvements to Kinzell/Kizar (transcript states Kizar) Triangle in Golden Gate Park for a one-year grant period. - Item 19: Retroactive authorization for the Department of Public Health to accept and expend a $250,000 grant for a youth treatment-to-recovery program (Oct. 2013–Sep. 2015). - Item 20: Retroactive authorization for Department of Public Health to accept and expend $133,000 for safe havens, supervised visitation and safe exchange program (Oct. 2013–Sep. 2014). - Item 21: Recreation and Park Department acceptance of a grant of up to approximately $1,000,000 for a renovated playground in Mountain Lake Park. - Items 22–23: Two real-property pier leases with Affordable Self Storage, Inc., initial monthly rents of about $25,000 (58 months) and $48,000 (31 months). - Item 24: Approval of the city's 2013 HUD Continuum of Care grant application, amount not to exceed $24,000,000. - Item 25: Acceptance of donations totaling $400,000 to the airport capital improvement fund from Boeing, Hensel Phillips Construction and United Airlines. - Item 26: Retroactive authorization for the District Attorney to accept and expend $997,000 for the Safer Together Consortium (Oct. 2013–Sep. 2016). - Item 27: First reading ordinance designating 1712–1716 Fillmore St. (Marcus Books and Jimbo’s Bop City) as a landmark. - Item 28: Ordinance finding that the city’s competitive process for selecting a landfill disposal contractor was adequate and ratifying selection of Recology San Francisco as preferred contractor. - Items 29–30: General Plan and zoning amendments for Western South of Market cleanup and related map changes.
Clerk calls recorded roll-call votes showing 11 ayes for the package. Later in the meeting Supervisor Katy Tang (Supervisor Kim moved) moved to rescind the earlier votes on items 17–30 and have the Clerk take a single roll call vote on that group; the rescind motion was seconded by Supervisor Campos, and the subsequent single roll-call vote again recorded 11 ayes and the ordinances and resolutions were confirmed as adopted.
The items include several grants with retroactive authorization dates and a mix of property and planning actions; the Marcus Books designation proceeded as a first reading with a second reading scheduled in coming days.
