Board approves collective bargaining changes, Muni bus contract and other measures; opposes GGNRA dog-management plan

San Francisco ' The San Francisco Board of Supervisors on Oct. 2013 approved a series of ordinances and resolutions covering collective bargaining agreements, transportation procurement, zoning and park policy, and took a formal position opposing a federal dog-management proposal at Golden Gate National Recreation Area.
The board approved a broad set of matters with several unanimous or near-unanimous roll-call votes. Most items were moved under the board's routine procedure for final passage or first reading; a small number of items were continued for further discussion.
Key actions and votes
- Item 1: An ordinance transferring administration of the mayor's fund for the homeless from the Human Rights Commission to the Mayor's Office of Housing, Opportunities, Partnerships and Engagement passed at first reading on a roll call showing 11 ayes.
- Items 2' 26: The board finally passed 25 ordinances implementing terms of collective bargaining agreements for multiple bargaining units (including machinists, deputy probation officers, deputy sheriffs, IBEW Local 6, operating engineers and others). - Items 31 and 32: Resolutions approving rental-car center lease amendments (Hertz, Avis, Fox) and a Burger King domestic-terminal food/beverage lease amendment were adopted without objection.
- Item 33: The board retroactively authorized the Department of Public Health to accept a State Department of Rehabilitation grant of approximately $271,000 for vocational rehabilitation services; the resolution was adopted without objection.
- Item 34: A resolution approving a contract with New Flyer of America Inc. to purchase 50 40-foot low-floor diesel-hybrid buses, related tools, training and spare parts in an amount not to exceed approximately $38.3 million was adopted after brief remarks by Supervisor Scott Wiener and supporters emphasizing fleet modernization.
- Items 35 and 36'41: Several items involving street naming (Jack Balestrieri Way) and comprehensive updates to the building, electrical, mechanical, plumbing and green building codes were passed on first reading and will return for final action.
- Item 42: The board adopted a resolution opposing the Golden Gate National Recreation Area's currently proposed preferred alternative for dog management, citing potential impacts on San Francisco park use and overcrowding of city parks if access is restricted. The resolution was supported by Supervisors Scott Wiener, Jane Kim, David Campos and others and passed without objection.
- Item 43 (park-hours ordinance): Continued to the board's next meeting at the request of supervisors and to allow SFPD and other enforcement partners to attend.
- Item 44: An ordinance amending the public works code to strengthen sediment-control requirements at construction sites was passed on first reading.
Why these items matter
The collective bargaining ordinances update wages and conditions across dozens of city employee units and were advanced together to align with fiscal-year implementation. The New Flyer contract is a significant capital purchase aimed at replacing aging Muni buses and improving service reliability, a recurring theme in board transit hearings. The GGNRA resolution places the city on record opposing federal restrictions that supervisors said would shift dog-walking demand to San Francisco's parks.

Supervisors asked the mayor's Office of Housing, MTA and other departments to continue public outreach and to return with any required implementation details (e.g., for code updates and the bus procurement).
Ending
Several introduced items were also announced for future committee hearings, including proposals to allow in-law units in the Castro, a proposed sugary beverage distribution fee for the November ballot, tenant-harassment complaint procedures at the rent board, and interim controls to prevent removal of residential occupancy in South of Market conversions. These introductions set up further committee work in the weeks ahead.
