He noted rising complaints about aggressive dogs and insufficient field enforcement and said the hearing would examine staffing levels, enforcement procedures and how the department responds to complaints.
"The department has very few enforcement officers who are able to go out into the field," Wiener said. He asked for an early hearing to address resource shortfalls prior to the main budget cycle.
On light‑rail vehicles (LRVs), Wiener said the next procurement is a once‑in‑a‑generation opportunity and urged a deep review of current LRV performance, design and maintenance challenges to inform specifications for the new vehicles.
No formal votes were taken; both items were introduced for future hearings.
