Board approves healthy-food incentives, concurs with Rim Fire emergency; honors Jose Sarria

The San Francisco Board of Supervisors on Sept. 3 approved an ordinance to establish a citywide Healthy Food Retailer Incentives Program, concurred with the mayor nd ratified a local emergency declaration responding to the Rim Fire, and adopted a resolution honoring Jose Julio Sarria.
The ordinance (Item 3) amends the Administrative Code by adding Chapter 59 (Sections 1—9.9) to create an incentive and assistance program for convenience stores that wish to offer healthier food in areas lacking fresh-food options. "This healthy food retailer incentive program will create and oversee a citywide incentive and assistance program for convenience stores, AKA corner stores that wish to offer healthier food in areas of the city that lack access to fresh food options," said Supervisor Mar, one of the members speaking in support. Mar urged supervisors to back a program he described as "historic" and said it would help reduce stores' reliance on tobacco and alcohol revenue and build on work by community groups including Bayview Southeast Food Access, the Tenderloin Corner Store Coalition and others.
The ordinance was adopted following roll-call approvals on the consent calendar. During the recorded roll call for Item 3, supervisors recorded their votes as follows: Supervisor Campos, aye; Supervisor Chu, aye; Supervisor Cohen, aye; Supervisor Farrell, aye; Supervisor Kim, aye; Supervisor Mar, aye; Supervisor Tang, aye; Supervisor Wiener, aye; Supervisor Avalos, aye; Supervisor Breed, aye. The clerk announced "There are 10 ayes." The ordinance was declared finally passed.
Separately, the board concurred with a mayoral declaration of a local emergency tied to the Rim Fire and the city nd county epartments' response efforts. The clerk communicated that the acting mayor had declared a local emergency under Charter section 3.1 and Administrative Code Chapter 7; Supervisor Farrell spoke in support and the board approved concurrence by unanimous consent. Farrell praised the Public Utilities Commission, the San Francisco Fire Department, Rec and Park and the Department of Emergency Management for their work to protect the Hetch Hetchy water system and Camp Mather.
The board also adopted a commendatory resolution honoring Jose Julio Sarria ("Absolute Empress I, Jose Julio Sarria, the Widow Norton") and declared Sept. 6, 2013, a day of remembrance for Sarria. The item was adopted by unanimous consent after Supervisor Wiener moved the resolution and Supervisor Campos seconded.
Other routine calendar items on the without-reference docket were approved as noted in the clerk nd recorded on the consent calendar.
The board will continue oversight work and scheduled hearings on a range of introduced items in future committee meetings.
Ending: The board djourned after memorial remarks and a series of introductions and public comments. No further votes on new ordinances were taken at the Sept. 3 meeting beyond those listed above.
