Top of Broadway community benefit district approved after public hearing; 56% of returned ballots voted in favor

The Board of Supervisors held a public hearing on the proposed Top of Broadway Community Benefit District (CBD) and then certified the Department of Elections ballot tabulation showing a weighted majority in favor. The hearing reviewed a management plan for services including enhanced sidewalk cleaning, security, economic development and marketing for a district of about 39 parcels covering approximately six blocks of the historic Broadway entertainment corridor.
Speakers in favor — property owners, neighborhood associations and business operators — said the CBD would address public-safety issues, vacant storefronts and help rebrand Broadway. Opponents — small property owners and some business owners — said assessments would be an additional burden on mom-and-pop owners and worried about assessments on boarded properties.
The Department of Elections reported returned weighted ballots voting for the Top of Broadway CBD at 56.16% and 43.84% against, indicating no majority protest under the property-based-assessment rules. The Board voted 11–0 to adopt the resolution establishing the Top of Broadway CBD. The ordinance authorizes an eight‑year assessment program to fund the district’s services.
