City says Moscone expansion exceeded past LBE/local-hire goals; DPW outlines targets for new pre‑construction process

During the Board of Supervisors meeting, Supervisor Avalos asked the Department of Public Works (DPW) to report on local hiring and local business enterprise (LBE) participation for the earlier Moscone renovation, seeking data to shape goals for the planned Moscone expansion. DPW staff said they had provided memos and revised data indicating the earlier Moscone renovation achieved 28.6% LBE participation and over 22% local hire after corrections.
DPW staff explained that the prior project included public and private funds; therefore some private subcontract data were harder to collect but the department was able to assemble a revised local-hire figure for the 2010 project year. Supervisor Avalos told staff he expected the City to set “strong” LBE and local-hire goals for the larger Moscone expansion project to ensure local businesses and workers participate.
Supervisor Avalos thanked DPW for the memo and the Board passed the ordinance (item 22) on first reading without objection; staff and members said they would use past performance as a baseline for future local-hire and LBE goals as Moscone expansion planning proceeds.
