Supervisor Campos calls for hearings after management audit of Housing Authority; urges shelter policy review

Supervisor David Campos told the Board that the Budget and Legislative Analyst—s management audit of the San Francisco Housing Authority documented significant problems and that the Board must act to improve transparency and operations.
Campos said the audit revealed unresolved maintenance requests ("more than 2,800 repair requests"), vacancies (about 276 public housing units reportedly vacant), and organizational gaps including operating without a permanent chief financial officer. He said the audit confirms long-standing resident complaints about habitability. Campos said the federal funding shortfall and mismanagement have combined to worsen conditions and announced a Government Audits and Oversight Committee hearing on the audit; staff indicated the hearing would occur on or about June 13.
Campos also announced that the Human Services Agency planned a policy change to require proof of residency for homeless families seeking shelter effective July 1. He said advocates and his office raised concerns that the requirement could disproportionately harm families with infants, those unable to document school enrollment, and undocumented families. He asked that the city hold a hearing prior to implementation and to include advocates and families likely to be affected.
Finally, Campos introduced a resolution calling on the Housing Authority to move its commission meetings to City Hall and to make recorded meetings publicly available on its website so residents can observe deliberations and decisions; he said the Housing Authority president and interim executive director expressed support for televising meetings.
Campos said he would make the Budget and Legislative Analyst—s report available to colleagues and requested prompt follow-up to ensure transparency and accountability for public housing residents.
