Board approves multiple bond measures, appropriations and leases; votes at a glance
Summary
At its May 7 meeting the Board approved a package of ordinances, resolutions, appropriations and leases covering public safety and infrastructure bonds, departmental appropriations and airport and airspace leases. The San Francisco Board of Supervisors approved a broad set of ordinances, resolutions and leases on May 7, including bond authorizations, appropriations and several leases.
Key items approved or advanced during the session included:
- An ordinance appropriating approximately $657,000 from the general fund to the Public Defender for salary expenditures for FY 2012-13 (item 7). The clerk announced the ordinance was "finally passed." The ordinance was noted as being subject to a two-thirds affirmative vote per Charter Section 9.113.
- Ordinances moving and reappropriating funds within the Public Utilities Commission budget to support projected increases in overtime (items 8 and 9). Each ordinance was described as "finally passed."
- Resolutions and ordinances related to voter-approved general obligation bonds: - Road repaving and street safety general obligation bonds: a resolution authorizing sale of up to approximately $133,000,000 in bonds (item 11) and an ordinance appropriating the proceeds (approximately $133,000,000) for street resurfacing, curb ramps and safety improvements; the appropriation was passed in the first reading (item 12). - Earthquake safety and emergency response bonds: a resolution authorizing sale of up to approximately $31,900,000 in bonds and an ordinance appropriating $31,900,000 to the Department of Public Works for seismic repairs (items 13 and 14) — the resolution was adopted and the ordinance passed in the first reading. - Clean and Safe Neighborhood Parks bonds: a resolution and ordinance authorizing and appropriating approximately $74,000,000 (items 15-17); related resolutions and first-reading appropriations were advanced.
- Leases and real-property matters: approval of an airport lease amendment with Gotham Enterprises LLC with a minimum annual guarantee of approximately $37,000 (item 18); a 2-year lease for data center space in Rancho Cordova with a base annual rental rate of approximately $130,000 (item 19); airspace leases for the Soma West Skate Park and the Soma West Dog Park with initial terms and rents described (items 20-21).
- An ordinance amending the Transportation Code to extend a $1 abandoned-vehicle abatement fee for 10 years through May 31, 2023 (item 22) passed in first reading.
- The planning-code amendment creating the DeBose Park Historic District (item 23) and the entertainment-code changes (item 24) both passed on first reading and were addressed separately in committee discussion.
Many of these items were taken "same house, same call" or passed without objection. The clerk recorded roll calls on multiple consent blocks and reported unanimous ayes when the board concluded those votes.
