Board adopts measures including $38M supplemental for hospitals, open-data ordinance and Equal Pay Day resolution

The San Francisco Board of Supervisors on Tuesday approved multiple administrative, budget and policy items largely by unanimous consent or on first reading, including supplemental funding adjustments for city hospitals, a new open-data ordinance, and a resolution recognizing Equal Pay Day.
Supervisor Mark Farrell described Item 4 as a supplemental budget action to address shortfalls at San Francisco General Hospital and Laguna Honda Hospital. Farrell said the second supplemental in recent months totals about $38 million overall with a General Fund impact "a little over $12,000,000." He told the board the Department of Public Health is addressing a longer-term structural issue and that staff would work to correct it in next year’s budget.
The board also approved a $250,000 reward ordinance (Item 5) for information leading to the arrest and conviction in the murder of Willie Allen; a 10-year airport concession lease resolution with Host International with a roughly $733,000 minimum annual guarantee (Item 6); and a tax-exempt revenue obligation to finance capital facilities at the French American International School not to exceed $6,500,000 (Item 7).
On cultural preservation, the board advanced an ordinance to amend the Administrative Code to create a City Hall Preservation Fund to receive private donations for the 100th anniversary of San Francisco City Hall; Supervisor Mark Farrell said the fund would be used for capital improvements and exhibits and would not use general fund money.
Item 9 authorized the Department of the Environment to accept and expend an approximately $229,000 grant for used motor oil recycling and household hazardous waste management through June 30, 2014. Item 10, an ordinance amending the Administrative Code to strengthen open-data policy, establishes a chief data officer post and departmental data coordinators; Supervisor Chiu said the city currently maintains about 500 city datasets but could release many more to the public.
Item 11 authorized the Juvenile Probation Department to retroactively accept and expend approximately $461,000 from the federal Second Chance Act juvenile offender reentry program and add one grant-funded social worker position. Item 12 amends the Planning Code and Administrative Code regarding transfer of development rights (TDRs) in the downtown commercial C3 district to create a broader market for sale/purchase of development rights and support preservation of historic buildings.
Two items on the adoption calendar (Items 19 and 20) were taken by roll call and adopted unanimously; a separately considered Item 21, a resolution declaring April 9 Equal Pay Day in San Francisco, was introduced by Supervisor Malia Cohen and adopted after a public event at noon on the steps of City Hall.
Where recorded votes were taken, they were overwhelmingly in favor. Several items passed "same house, same call" without separate debate or were advanced on first reading, consistent with the board’s established practice for routine matters.
