Supervisor Avalos introduced an ordinance on Jan. 29 to create the Outer Mission Neighborhood Commercial District (NCD) along Mission Street from Interstate 280 to the San Mateo County line at Daly City. The measure, introduced for board consideration, would allow neighborhood‑specific zoning controls covering ground‑floor commercial and residential uses and would extend an expiring alcohol‑restricted use district.
Avalos said the NCD would allow the neighborhood to tailor controls for commercial, residential and institutional ground‑floor uses and to address local concerns such as clustering of medical cannabis dispensaries. He noted there are two proposed dispensaries in the district and one already in existence; the ordinance would create a process for community discussion about appropriate siting and limits.
The introduction was an initial step; no vote on the ordinance occurred on Jan. 29. Avalos said the ordinance will initiate community discussion and neighborhood planning about alcohol sales, dispensary siting and other use controls in the Outer Mission corridor. The board will consider formal referral to committees and subsequent public hearings as part of the ordinance process.
No funding or specific implementation details were specified at introduction. Supervisors and community members will have an opportunity to comment when the ordinance is docketed for committee and hearings.
