The Board of Supervisors voted to adopt two ordinances amending the transportation code and police code to regulate tour-bus parking, loading and the use of amplified sound on open-air tour buses in San Francisco.
President Hsu introduced the measures and described neighborhood complaints in recent years about double parking, loading, idling and noise from tour buses. "We have received countless complaints from residents who live in neighborhoods that have been the focus of tourism," Hsu said, and asked colleagues for support for the two related ordinances.
Item 18 amends the transportation code regarding tour-bus parking and loading to help implement provisions of the Municipal Transportation Agency's draft tour-bus policy. Item 19 amends the police code to regulate amplified sound on unenclosed tour buses and establishes a fee.
Supervisors voted by roll call to adopt items 18 and 19 by a single recorded vote; the clerk recorded 11 ayes and no noes. The board adopted the ordinances on first vote without separate discussion and indicated the measures will help the city implement the MTA draft policy and reduce noise and curb-blocking in residential areas.
The ordinances direct city departments, including the Municipal Transportation Agency and Police Department, to implement and enforce the new rules. The MTA's draft tour-bus policy and related implementing rules were referenced in committee materials; supervisors said they expect further administrative work to carry out specific parking and fee schedules.
