Board replaces, reappoints members of Sunshine Ordinance Task Force after heated debate

The San Francisco Board of Supervisors on Tuesday approved multiple appointments to the Sunshine Ordinance Task Force and voted to replace the incumbent appointee to seat 8 after a contentious floor debate and a successful amendment.
Clerk readings and committee reports laid out two related files from Rules Committee: file 120486 recommending appointments to seats 3, 6, 7, 9 and 10, and file 120553 recommending reappointment of Bruce Wolf to seat 8. Supervisor Kim, who chaired the committee, described the competitive application process and highlighted the diversity of candidates forwarded to the full board.
Supervisor Scott Wiener moved to amend the Rules Committee recommendation to remove Bruce Wolf and appoint Todd David to seat 8. Wiener said the task force had exhibited "dysfunction" and flagged problems including bylaws changes and responsiveness to an audit. "This task force needs a fresh start," Wiener argued when introducing his amendment.
Several supervisors disagreed with removing Wolf. Supporters of reappointment, including Supervisors Campos, Marr, and Avalos, said Wolf had demonstrated dedication, continuity and institutional knowledge and that replacing him could be a mistake. Others, including President Hsu and Supervisor Weiner, said the task force had not run efficiently and that a change in leadership was warranted.
The board voted on Wiener's amendment to replace Bruce Wolf with Todd David for seat 8; the amendment passed 6–5. The subsequent roll-call vote to appoint Todd David to seat 8 passed 10–1. The board then voted on file 120486 to appoint the candidates for seats 3, 6, 7, 9 and 10; that motion passed with ten ayes and one no.
The new appointments include Kit Grant (seat 3), David Pilpel (seat 6), David Sims (seat 7), Chris Hyland (seat 9), Louise Fisher (seat 10), and Todd David (seat 8). Several incumbent task force members will be replaced; the Rules Committee said four additional seats remain under consideration and will return to the committee.
Board members said they expect the newly constituted task force to address previous process issues and improve efficiency and transparency. Some supervisors urged televising Sunshine Task Force meetings and stronger staff support to reduce delays in adjudicating complaints.
