Votes at a glance: Board adopts consent items, budget and program measures; takes first reading on adult day health funding

The San Francisco Board of Supervisors on Tuesday took a series of roll-call actions across consent and adoption calendars, advancing bond reallocations, water and park bond reappropriations, grants and several resolutions.

Consent and adoption calendars

Items 1–11 (consent agenda) were approved by roll call, 11 ayes. Items 21–30 on the adoption calendar were considered for immediate and unanimous adoption and were approved on roll call, 11 ayes.

Notable ordinances and resolutions

- Item 12: The board adopted findings reversing the Planning Department’s determination that a project at 1171 Sansom Street was exempt from environmental review through a general rule exclusion. President Chu circulated technical amendments to tighten findings about slopes and percentages; Chu moved the amendment and Supervisor Ellsberg seconded; the board approved the amended item without objection.

- Item 13: An ordinance deappropriating funds in existing Water System Improvement Program project budgets and reappropriating funds to revised WSET program budgets; the item also placed approximately $215,300,000 and future project savings in a finance committee reserve. The ordinance passed first reading without objection.

- Item 14: An ordinance to deappropriate approximately $17,000,000 of 2008 clean safe neighborhood parks bond proceeds from various voter-approved projects and reappropriate to other voter-approved projects passed first reading without objection.

- Item 15: A resolution authorizing the Office of Economic and Workforce Development to retroactively accept and expend an approximately $5,700,000 Department of Labor grant for Transition SF was adopted without objection.

- Item 16: From Budget and Finance without recommendation — an ordinance appropriating approximately $3,400,000 of state revenue-loss reserves and federal revenues for adult day health centers at the Human Services Agency for fiscal year 2011–12. Supervisor Chu (as recorded) spoke in support, noting the measure provides bridge funding because of potential loss of other funding as of Dec. 1; she said staffing for intake and referrals would be funded with temporary salaries and that future-year staffing would be resolved in next year’s budget discussions. The item passed in first reading on the same-house, same-call procedure.

- Item 17: A resolution responding to the presiding judge of the Superior Court on the 2010–11 civil grand jury report “Central Subway, Too Much Money for Too Little Benefit” was adopted without objection.

- Item 18: A resolution responding to the presiding judge of the Superior Court on the 2010–11 civil grand jury report “Whistling in the Dark, the San Francisco Whistleblower Program” was adopted without objection.

Why it matters

The items move multiple funding and program items forward: reallocations of bond proceeds and water-system budgets, new federal grant acceptance for workforce programming, and temporary bridge funding for adult day health centers to cover potential funding gaps after Dec. 1. Item 12 reverses an administrative environmental-exemption determination for a downtown project, which will require the planning record to reflect the board’s findings.
