Board adopts interim budgets, MOUs and civic recognitions; housing element amendment passes 8–3

At its June 21 meeting the San Francisco Board of Supervisors approved a number of consent and routine items, adopted recognition resolutions and passed an ordinance updating the city’s General Plan housing element.
Key outcomes on the adoption calendar and consent matters included unanimous action on ceremonial items and routine resolutions. Item 55, a resolution declaring San Francisco a summer learning city and designating June 21 as Summer Learning Day, was adopted unanimously after youth participants spoke briefly in the chamber and sang a chant in support of summer learning.
The board also approved interim budget measures for enterprise departments, resolutions accepting state grant funds for the Department of Public Health, and a multi‑item package of MOUs (items 13 through 37) implementing collective bargaining agreements and compensation adjustments. The clerk recorded those items as passed (first-reading actions as required for the budget cycle).
On a substantive planning item, the board approved an ordinance amending the General Plan by adopting the 2002 Housing Element as the city’s housing element (item 4). The roll call vote on item 4 was 8 ayes and 3 noes.
Other committee items reported included land-use zoning adjustments (items 47–49), a memorandum of understanding with San Mateo County for local-hire application to construction projects, and a tolling agreement with San Mateo County.
The board also adopted a resolution recognizing Fire Marshal Barbara Scholtes on the occasion of her retirement and declared June 23 Barbara Scholtes Day. Several supervisors introduced other in‑memoriam and community recognition items and hearing requests (for example, a hearing on challenges facing seniors in single room occupancy buildings and a proposal to study overtime and supplemental appropriation controls for large departments).
