At its Nov. 2 meeting, the San Francisco Board of Supervisors recorded votes on a range of items across finance, public works, planning and public safety. The Board approved multiple items on single roll-call votes or “same house, same call” procedures; several items were passed on first reading and some were referred back to committee for further conforming amendments.
Highlights and outcomes
- Item 20 (ordinance): Appropriates approximately $85,000,000 of general obligation bonds for earthquake safety and emergency response projects for the Department of Public Works and the Public Utilities Commission for fiscal year 2010–2011. Roll call recorded; item passed on first reading.
- Item 25 (resolution): Provides for issuance of up to approximately $412,300,000 aggregate principal amount of general obligation bonds. Passed.
- Item 26 (resolution): Authorizes and directs sale of up to approximately $85,000,000 aggregate principal amount of general obligation bonds. Passed.
- Item 21 (ordinance): Waives the street encroachment permit inspection fee for signs related to bus service for the Golden Gate Bridge, Highway and Transportation District. Passed on first reading by unanimous “same house” call.

- Item 29 (ordinance): Amends the environment code to establish a healthy air and clean transportation program, convert the city fleet to cleaner vehicles, and reduce passenger vehicles and light-duty trucks in the fleet by 20%. The Board rescinded its prior vote to allow nonsubstantive language changes (purchase definition) and then adopted the ordinance on first reading after amendment.
- Item 30 (ordinance): Amends inclusionary affordable housing rules in the planning and administrative codes; the Board identified a missing conforming change to Section 249.33 (Van Ness Market Special Use District) and referred the item back to the Land Use Committee for proper noticing and further consideration.
- Item 31 (ordinance): Amends the planning code to allow planning permission to establish car-share controls and require car-share requirements for nonresidential uses citywide. Passed on first reading.
- Items 32–34 (ordinances): Accepted irrevocable offers of public infrastructure improvements and property along Channel and Third Street, China Basin Street, Terry Francois Boulevard and Mission Bay Boulevard North, and accepted Mission Bay Stormwater Pump Station No. 6 for City maintenance and liability purposes. Passed on first reading.
- Item 35 (ordinance): Amended the administrative code to increase medical cannabis task force membership from 13 to 15 and expand duties to advise on local regulation should Proposition 19 pass; passed on first reading (one member said they will dissent on second reading if Prop 19 fails).
- Items 36–37 (motions): Confirmations and reappointments to the Relocation Appeals Board and Redevelopment Agency were approved.
- Items 38–40 (adoption without committee reference): Adopted on a single roll-call vote.
