Supervisors approve range of ordinances and resolutions; Hope SF financing and several appropriations advance

The San Francisco Board of Supervisors on Tuesday approved multiple ordinances and resolutions ranging from land-use code changes to budget appropriations and certificate-of-participation financing for housing projects.

Among the actions approved were final passage of an ordinance adding Planning Code section 7.87 to create a special-use district for the 1800 Market Street community center project (item 4); an ordinance appropriating about $2.2 million from the general fund reserve for indigent defense expenses in Superior Court for fiscal year 2009–10 (item 22); and approvals advancing financing for the Hope SF development through certificates of participation and a related appropriation of proceeds (items 28 and 29). The board also adopted a port-commission lease for office space at Pier 26 Annex (item 30) and a memorandum-of-agreement authorization related to National Park Service watershed management (item 31).

Several items were passed on first reading, including amendments to the building and planning codes and an ordinance to add two Environment Department positions to the annual salary ordinance (items 24, 25, 27). A resolution accepting infill infrastructure grant funds from the California Department of Housing and Community Development — approximately $30 million, as stated on the floor — was adopted (item 34). The board also approved two resolutions creating and setting a hearing date for an Infrastructure Financing District for the Rincon Hill area (items 54 and 55).

The Health Code ordinance designating a “restaurant appreciation month” was approved without objection (item 23). Supervisor Mar successfully moved to continue the healthy-meals incentive ordinance until Nov. 2 for further stakeholder work and technical review (item 38). The board also continued a set of special-order appeals related to 10 Bernal Heights Boulevard to Nov. 16 at the request of the parties (items 46–53).

A resolution condemning the Sept. 24 FBI raids on several activist groups was adopted after roll-call voting (item 56); the tally recorded on the floor was eight ayes and three noes. Roll-call tallies for other items were given on the record and recorded in the minute-by-minute transcript.

Votes and outcomes recorded on the floor matched the clerk’s roll-call counts announced in the chamber; where noted on the record, members recused themselves from specific items (for example, a recusal was announced for item 4 before the roll call). Several items were placed on first reading rather than final passage, consistent with staff recommendations announced during the meeting.

What’s next: several introduced measures will return to committee for hearings and technical work (notably the healthy meals incentive and the newly introduced local-hiring and construction ordinance). Two special-order appeals were continued to Nov. 16 for further discussions between the parties.
