The Board of Supervisors approved a redevelopment agency disposition and development agreement for a vacant parcel at 1345 Turk Street, between Webster and Fillmore, to be developed by Michael Simmons Property Development (MSPDI Turk LLC) into 32 below-market-rate (BMR) condominium units targeted to households at roughly 70'90% of area median income.
Lisonbee, deputy executive director for the San Francisco Redevelopment Agency, described the procurement and selection process and said the sales price to the developer is below appraised value to reduce development costs and preserve affordability. "Units will be affordable to households between 70'90% of median income," agency staff said. The DDA calls for the units to be sold to first-time homebuyers, subject to the agency's limited-equity resale restrictions so that affordability is retained over time.
Multiple public commenters urged stronger outreach to Certificate of Preference (COP) holders — people displaced decades ago by redevelopment who have priority to return to some redevelopment-assisted properties. Diane Wesley Smith, a Bayview resident, said she submitted a petition of more than 300 signatures asking for equitable treatment of San Francisco Housing Authority residents who she said had been excluded from COP opportunities. Several speakers emphasized historical displacement of African American and other communities in the Western Addition and urged the agency to prioritize those populations.
Supervisor Markarimi (sponsor) and Supervisor Marr both spoke in support; the resolution approving the DDA passed unanimously (10 ayes). The clerk announced: "This resolution is adopted." The developer and agency staff indicated they will coordinate outreach with the mayor's office and housing programs to serve COP holders; agency staff said SF Urban currently has 15 eligible names on the COP list for this site.
