Board adopts resolution creating infill opportunity zones to rethink traffic impact measurements

The Board of Supervisors on Dec. 8 adopted a resolution to establish infill opportunity zones (IOZs) intended to change how the city measures transportation impacts of development.
Supervisor Mercarimi sponsored the resolution and thanked Supervisor Maxwell for cosponsorship. He said IOZs update an antiquated approach to congestion management by enabling alternatives to the traditional level-of-service (LOS) measure.
"It is high time that the planning department and land use, I think, seeks some LOS level service reform," Mercarimi said. He described IOZs as a tool so "congestion management program requirements better support local land use and transportation policies."
Supervisor Chiu said he had initial concerns that IOZs might operate as an upzoning tool in areas without area-wide planning and outreach. After hearing the item at the SFCTA Plans and Programs Committee, Chiu said IOZs in fact create an opportunity to consider other traffic impact metrics such as automobile trips generated and that a study through the SFCTA would offer possible alternatives.
The resolution was adopted without objection. City staff will present studies on potential alternatives to LOS and the application of IOZs in upcoming planning processes; the SFCTA will conduct a study of measure alternatives for board consideration.
