A supervisor introduced an ordinance at the Sept. 2009 San Francisco Board of Supervisors meeting to make contractor prequalification mandatory for public works projects, citing recent audits and contractor safety and prevailing-wage concerns.
The introducer said the measure would expand an existing voluntary prequalification process to more projects “to avoid these problems in the future,” noting an emergency dredging contract in the Marina and an August 27 controller’s audit of the branch library improvement program that allegedly found a contractor operating without adequate licenses or insurance and prevailing-wage violations. The supervisor said the proposed ordinance would build on current practice used for the city’s largest projects.
The same speaker also said they will introduce an ordinance to update Administrative Code chapter 71 to correct references left obsolete after prior changes to the city’s preservation bodies, including references to a Landmarks Board that no longer exists. The sponsor said the Mills Act program is fee-based and that the proposed changes would have no impact on the general fund.
