The San Francisco Board of Supervisors on July 8, 2008 adopted numerous items on its consent and regular calendars, including contract authorizations, budget expenditure plans and a series of labor memorandum-of-understanding amendments. Several charter amendments and high-profile items were continued for follow-up.
Among the items the board approved during the meeting:
- Ordinance extending the expiration date of the city's minority, women and local business utilization program (Item 5): finally passed.
- Resolution approving the fiscal year 2008-09 expenditure plan for the Human Services Care Fund (Item 9): adopted.
- Resolution approving amendments to five Department of Public Health professional service contracts increasing funding by approximately $13,000,000 and extending terms by three years (Item 10): adopted.
- Resolution concurring with controller certifications that certain services can be performed by private contractors at lower cost (Item 11): adopted (consent action; later related items continued for one week).
- Ordinance amending the planning code to limit refunds for environmental review and conditional use to the affordable portion of housing projects (Item 12): passed on first reading.
- Ordinance adjusting building code fees for permits and inspections (Item 14): passed on first reading.
- Resolution to accept and expand retroactively Ryan White Part A funds of about $4,700,000 for HIV services (Item 15): adopted.
- Resolution amending a contract for In-Home Supportive Services (IHSS) consortium funding for approximately $51,400,000 for 2005-2008 (Item 16): adopted.
- Urgency ordinance extending an interim zoning moratorium to temporarily prohibit new businesses selling tobacco paraphernalia (Item 23): finally passed.
- Confirmations and appointments, including Laurie Kennedy Rothy to the commission of animal control (Item 24) and David Onick to the police commission (Item 25): motions approved.
- Ordinances adopting and implementing multiple MOU amendments with city labor organizations to extend terms through June 30, 2010 (Items 36 through 48): passed.
- Ordinance approving an agreement with Cochran, Inc. to install shore-side power equipment at Piers 7 and 27-29 (Item 33): passed on first reading.
Several charter amendment items and other items affecting budgets and redevelopment (Items 13, 19, 21, 22, 26 through 31) were continued to July 22 for further consideration. Two items (34 and 35) relating to firefighter MOUs were continued two weeks at a supervisor's request for additional review.
Votes and roll-call results were recorded on several items; where the clerk recorded a unanimous or near-unanimous consent, the meeting minutes show the action adopted by the board. When specific roll-call tallies were recorded on the floor, the clerk's roll call was the source of the vote counts shown in the official minutes.
