Board signals intent to transfer Taxi Commission duties to MTA but calls for further plans and oversight

The Board of Supervisors adopted a resolution arising from a Government Audit and Oversight Committee recommendation that the Municipal Transportation Agency (MTA) assume duties currently held by the Taxi Commission, but the Board and committee members emphasized the transfer should follow development and review of a detailed implementation plan, regulations and enforcement procedures.

Committee leadership explained that the transfer proposal traces to past charter amendments (Proposition E, 1999 and Proposition A, 2007) and that the committee supported the transfer in concept but asked the MTA to further develop policies and regulations before the responsibilities are shifted. Committee members and several supervisors expressed worry about the Taxi Commission's long-standing enforcement challenges, understaffing, and the risk that enforcement could be lost or weakened in a larger MTA bureaucracy.

The resolution adopted by the Board does not itself effectuate any transfer; it instructs that the MTA and the relevant city departments continue work on an implementation plan and that the Board will review the completed policies and plans before approving any final transfer. Supervisors also requested the Government Audit and Oversight Committee receive a progress report within months to track preparation prior to any transfer action.

Supervisor McGoldrick asked for a summary of committee deliberations; the committee chair reported a unanimous committee vote to seek further promulgation of implementation rules and to have the Board review the packaged regulations within six months before any transfer would occur. The Board adopted the resolution as presented on the floor.
