The Board of Supervisors voted to disapprove a categorical exemption (CatEx) for a proposed renovation at 376 Eureka Street and directed staff to prepare findings and further review the project’s environmental and historic‑resource implications.
Neighbors and two historic‑preservation experts told the board the proposal — which would substantially enlarge the existing cottage and add a two‑story rear addition and garage — may conflict with Secretary of the Interior standards and could significantly affect the resource. Appellants argued the planning department had negotiated changes and issued the exemption for a different project iteration and that the department’s facts (including existing square footage) were inconsistent across documents.
Planning staff and preservation experts who supported the department’s decision said the project had been evaluated for consistency with the standards and that visibility from the public right‑of‑way and the constrained site limited the addition’s visual impact. The board concluded there was a legitimate dispute of material fact and voted 7–3 to disapprove the CatEx, to prepare findings and to return the matter for further review.
Supervisor McGoldrick made the motion to disapprove the CatEx, which carried. The board instructed staff to prepare findings explaining the basis for further environmental review and to provide the parties with next steps for permitting or appeal.
