Board amends Bernal Heights special-use rules to allow small wind turbines

The Board of Supervisors passed on first reading an amendment to the Bernal Heights Special Use District to allow certain small wind turbines as a height-limit exemption similar to radio and television antennas.
Supervisor Amiano presented the ordinance, saying the turbines would be comparable in appearance to a chimney and that the measure would enable a neighborhood pilot project in Bernal Heights. He thanked the Department of Environment and the Planning Department and identified a local resident, Todd Perlman, as the community technical proponent who brought the project forward.
The ordinance passed on first reading (10 ayes recorded). Supporters described the change as a modest, neighborhood-scale pilot to evaluate wind power as an alternate energy source in San Francisco; the Planning Department and Department of the Environment participated in local outreach, Amiano said.
The measure will return for a second reading as required for ordinance adoption. The board directed staff to report back on neighborhood feedback and on any required permitting steps for pilot installations.
