Several land-use appeals and a major charter amendment were continued for later hearings.
Key votes and outcomes
- Consolidated budget and salary ordinances (Items 6 and 7): The board passed the budget and salary ordinances on the divided question; the bulk of the ordinances were approved in a roll call (10–1 on the balance without a $200,000 security-camera allocation). The board later voted separately on the $200,000 security/surveillance camera allocation and approved that allocation by roll call 6–5.
- HOPE SF Fund appropriation (Item 24): The board approved an ordinance to appropriate $5,000,000 to a newly established HOPE SF Fund for FY 2007–08. Vote: 9 ayes, 2 noes. The ordinance was finally passed.
- Grants and workforce ordinances (Items 8 and 9): The Board approved ordinances authorizing the Department of Economic and Workforce Development to accept grants, including a retroactive $200,000 award from the Private Industry Council of San Francisco and a $5,765,890 grant from the California Employment Development Department (EDDL). Both ordinances were enacted in the consent calendar.
- Police code and firearms-related ordinances (Items 25–28): The board approved changes to the police code increasing certain permits and license fees (Item 25) and adopted ordinances adding or amending firearm prohibitions and storage requirements (Items 26–28). The firearms provisions were approved 8–3 on the roll call for items 26–28. Item 25 passed with one recusal noted by the clerk for Supervisor Chu.
- Park bond authorization (Item 45): The board approved, on first reading, an ordinance authorizing the issuance and sale of lease revenue bonds payable from the park, recreation and open space fund to finance park projects. Vote on first reading: 10 ayes, 1 no.
- Ordinances on fees and code updates (Items 10–23, 31–33, 46): The board approved a series of code amendments and fee updates (health code patient rates, park permit fees, fire department permit fees, administrative code salary and retiree-health items) and approved a contract waiver for certain health-plan administration (Item 31). Most were adopted on the consent calendar or passed on first reading in roll calls recorded in the transcript.
Continued or deferred items
- Charter amendment on MTA (Item 29): After extended debate and multiple floor amendments, the board adopted an amendment of the whole to the proposed MTA charter amendment and then voted to continue the matter to a Committee of the Whole for public comment and final action one week later. - Appeals and environmental-review items (Items 34–37, 37–40, 41–44): Several land-use appeals and CEQA appeals (including a sidewalk encroachment appeal at 1166 Haight Street and appeals related to 3424 Jackson Street and a proposed citywide wireless broadband ordinance) were continued to later dates (September 11 or 18) at the request of appellants or sponsors.
Quantities, money and other clarifications
- $200,000: Security/surveillance camera allocation (severed from the consolidated budget and voted separately); board approved allocation 6–5.
- $5,000,000: Amount the board set to appropriate to the HOPE SF Fund for FY 2007–08 in Item 24.
- $200,000: Retroactive grant to Department of Economic and Workforce Development from the Private Industry Council of San Francisco for workforce development administration (Item 8).
- $5,765,890: Grant to the Department of Economic and Workforce Development from the California Employment Development Department for workforce development (Item 9).
- Roll-call behavior: Multiple items were adopted unanimously or by large margins; a small number of contested items (the security-camera funding, the HOPE SF appropriation and some charter-related amendments) produced split votes or subsequent roll calls.
