Board approves $75,000 from general fund reserve for Working Families Credit outreach after debate

San Francisco — The Board of Supervisors on Dec. 5 approved an ordinance appropriating $75,000 from the general fund reserve to support outreach for the Working Families Credit Program administered by the Human Services Agency for fiscal year 2006–2007.
The appropriation, item 22 on the agenda, prompted debate on whether the level of detail in the request justified spending money from the city’s general fund reserve mid-year. Supervisor Ellsburn (transcript spelling) said she would not support the supplemental appropriation, saying it was “unclear who is going to receive this money, how it’s going to be spent, who’s gonna get the outreach” and that the proposal lacked sufficient detail for her to support drawing from the reserve.
In response, other supervisors stressed the importance of outreach to connect eligible families to federal and local matching credits and explained the funds would be used to seek bids or amend existing contracts through the Human Services Agency. A roll call showed the ordinance passed on first reading with a tally read in the record as 7 ayes and 3 noes.
Supervisor Daley introduced an amendment earlier in the meeting to expand certain CDBG homeownership language (separate item) but the Working Families Credit appropriation proceeded as its own item and will return for final reading per the ordinance process.
