The Board of Supervisors held a public hearing and adopted a resolution recommending approval of the formation of a community facilities district and the issuance of special-tax bonds by the ABAG Finance Authority for nonprofit corporations related to the Mint Plaza project.
Public testimony included support from Andy Thornley of the San Francisco Bicycle Coalition, who told supervisors the plaza would provide public space in a dense downtown area and complement planned bike lanes on Fifth Street. "It's very much the sort of project that we like to see come forward and grow in the downtown area," Thornley said during the hearing.
A project representative told the board the plaza has been developed through a collaborative design process and said the plaza is intended for public programming that will link with nearby cultural institutions.
On the roll call the resolution recommending approval of the community facilities district and related agreements was adopted with nine ayes; the clerk recorded the measure as adopted.
The resolution grants city officials authority to take actions necessary to implement the formation of the district and to enter into related agreements; the action does not itself issue bonds but recommends approval and authorizes city staff to proceed with implementation steps subject to required approvals.
