Winter Springs adopts state-required comprehensive-plan amendments, begins next-phase update

The Winter Springs City Commission unanimously adopted ordinance 2024-11 on second reading to approve Evaluation and Appraisal Report (EAR)-based amendments to the city’s comprehensive plan, fulfilling a state requirement and extending the plan’s horizon.
Tara Lynn Role, director of community development, told the commission the adoption updates the city’s planning horizon to 2045 under recent state requirements and incorporates several technical changes the Department of Economic Opportunity requested during the state review. City consultants from Inspire Placemaking Collective summarized the edits: updated map series, revised references to agency names, removal of references to a now‑sunset community redevelopment area, incorporation of the city’s wastewater master plan by reference, and updates to the capital improvements schedule to cover the next five years.
The planning and zoning board chairman — a registered professional engineer who chairs that advisory board — addressed the commission and urged refinement of several transportation policies and maps to align with current FDOT classification systems and county mobility fees. City staff said many of those transportation and Greenway Interchange District items will be revisited in a forthcoming, larger comprehensive-plan update (the “2050” project) this summer. Staff emphasized that the EAR amendments adopted April 14 meet the current statutory deadline, and that additional refinements will return to the commission later.
The motion to adopt the amendments and transmit them to the state was made by Deputy Mayor Resnick and seconded by Commissioner Mark Caruso; the vote was unanimous.
Why it matters: The EAR-based amendments keep Winter Springs in compliance with state planning deadlines and open the door to a broader public-engagement phase later in 2025 for the 2050 comprehensive plan update. Changes adopted today are largely technical and regulatory, but they update timelines and cross-references that affect future land-use decisions.
What comes next: Staff will transmit the adopted amendments to the state within the mandated timeframe and will return this summer with the public-engagement phase and substantive changes for the 2050 plan.
