Lemont hires Teska Associates for six-month downtown study to explore special service area funding

The Village of Lemont on April 14 approved Resolution R-26-25 to contract with Teska Associates, Inc. for a six-month professional and technical engagement to study a possible special service area to fund downtown improvements and services.
Jason, who summarized the proposal to the board, said the engagement will include a downtown inventory, surveys, outreach and public meetings to give residents and businesses opportunities to provide input. "This is a way to explore that," Jason said, describing the special service area study and its outreach components.
Trustees discussed downtown priorities, including public interest in the Centennial Building and the desire to clarify timelines and responsibilities for several downtown projects. The study, staff said, will provide documentation and public engagement so officials can answer community questions about future downtown projects and funding mechanisms.
Trustee Stapleton moved to approve the agreement; Trustee Shaughnessy seconded. The motion passed on roll call.
Staff described the work as a planning and outreach engagement rather than an immediate funding decision: it will evaluate options for dedicated funding and produce materials for public meetings and further board consideration.
