Council approves routine agenda items, consent agenda and repeals winter-storm emergency; budget papers continued for further review

Richmond City Council voted on several procedural and legislative items during its April 14 meeting, including adoption of the evening agenda as amended, approval of the consent agenda, repeal of a winter-storm state of emergency and a continuation of pending budget-related ordinances to a later date.
The council voted to adopt the meeting agenda as amended after the clerk read five proposed amendments that moved several ordinances to later meetings. The roll-call vote recorded "aye" responses from the following council members: Mr. Bridal; Miss Gibson; Miss Jones; Miss Robertson; Miss Lynch; Miss Trammell; Miss Abu Bakr; Vice President Jernigan; and President Newbill. The clerk announced the motion was approved.
The council then held and closed a public hearing on the consent agenda and adopted the listed consent items by roll call. The clerk recorded affirmative votes from the same set of council members and announced the papers had been adopted.
Later in the meeting the council voted to continue pending budget-related ordinances (items 11–17 in the agenda) to the Monday, April 28 council meeting so staff and councilors could review amendments. Council member Ellen Robertson moved the motion to continue, and Council member Jones seconded; the clerk announced the motion was approved.
The council also expedited and adopted a resolution to terminate a winter-storm state of emergency that had been declared on Jan. 5 and confirmed by the council. Council member Trammell moved to expedite the resolution; Council member Abu Bakr seconded. Stephen Willoughby, the city emergency-management coordinator, told the council that the administration recommended ending the declaration because emergency actions had concluded. The clerk announced a roll-call vote in which the council voted in the affirmative and the resolution was adopted.
Minutes for prior meetings (March 24 informal and formal sessions and a March 27 special meeting) were approved as presented. Several new ordinances and resolutions were introduced for future consideration and a list of those items was posted for public inspection and online.
The meeting concluded after council members made brief district announcements and scheduled follow-up meetings on budget issues.
