Committee reports flag oversight appointments, large infrastructure projects and public safety and medical examiner grants

Commissioners opened the April 15 Committee of the Whole with summaries of recent committee meetings that included oversight appointments, multi-million dollar infrastructure proposals and several grant and personnel items.
Commissioner Terry, chair of the Finance, Audit and Budget (FAB) committee, said FAB spent significant time on appointments to the oversight committee for the Office of Independent Internal Audit (two positions: a one-year term and a four-year term) and moved forward pending human resources’ completion of background processes. FAB also reviewed a resolution (item 0240) related to an independent CIP auditor and discussed budget housekeeping labeled the “30-day list,” which Terry said was recommended for approval and “was passed last week.” FAB also recommended approval of tax anticipation notes and a consulting change order for the Office of Management and Budget.
Commissioner Robert Patrick, chair of the Public Works & Infrastructure (PWI) committee, said PWI considered 15 items and approved five while deferring 10, largely because the committee ran long. He noted substantive discussion about large capital projects, including a roughly $76 million sewer cleaning project and a roughly $45 million water-line project along Feaster Industrial to serve that area. Patrick asked commissioners to submit committee goals to staff for inclusion in 2025 planning.
ERPS chair Commissioner Ladina Bolton said her committee recommended approval of several public safety-related items including an Urban Area Security Initiative grant, E-911 safety equipment (medical and mental health screening and evaluations), municipal safety equipment and supplies, and discussed two resolutions: one asking DeKalb County Police to develop a diversion policy for unhoused individuals and another to establish a community advisory board for the DeKalb County Police Department.
Commissioner Nicole Messiah said PECS considered about 15 items and recommended approval of 13, including a presentation from Community Development director Allen Mitchell on the summer youth voucher program. OPS chair Marita Davis Johnson recapped committee movement for several agenda items including deferrals and approvals; she noted OPS would meet later that day.
Ending: Commissioners said many items would return to committees next week for final action and that several appointments and budget housekeeping items will appear on the April 22 agenda.
