Planning staff reported the site is in an established commercial corridor and the requested use is consistent with the neighborhood-commercial land-use category. The applicant said the proposed operator is seeking to fill a vacant restaurant space and that earlier approvals in the same center had permitted alcohol sales. The PUD also requested a reduction in the minimum separation distance from a church from 500 feet to 320 feet for the specific location; staff said the consumption area would not be directly visible from the church and would be physically separated.
The Planning Commission had no speakers in opposition and voted unanimously to recommend approval.
