Committee approves ranked list to begin negotiations for independent external auditor

The committee approved the motion to permit the council auditors to open talks with the top-ranked firm and, if those negotiations prove unsuccessful, to move to the second-ranked firm and continue down the list. Kim Taylor, Council Auditor, told the committee, "So what we need to have happen today is for a motion for the committee to approve the rank list and allow our office to start negotiations with the top ranked Firm." The motion was moved by Will Lane (District 3) and seconded by Councilmember Arias; the committee took a verbal vote and the motion passed.
The ranked results, averaged by Procurement, placed Carr, Riggs & Ingram at the top with an overall score of 96.33. The next-closest respondent was listed as James Moore with an overall score near 95.3. Taylor said the RFP was issued Jan. 23; committee members completed scoring after the 21-day response period and entered scores into the Procurement division's system for averaging. Committee members acknowledged the time required to score and to learn the procurement software used.
Taylor outlined next steps: the council auditor's office will attempt to negotiate an engagement letter with the top-ranked firm. The RFP and its requirements will be incorporated into the engagement letter and contract language. If negotiations with the top-ranked firm do not succeed, staff will proceed to the next firm on the ranked list. Taylor said the office aims to introduce the contract legislation to the Finance Committee in May, with a target contract start date of July 1 so the contractor can begin work on the 2025 audit.
During the meeting Kim Taylor also provided the bid figures that had been submitted: Carr, Riggs & Ingram's first-year bid was stated as $425,000; James Moore's first-year bid was stated as $350,000. There were no public comments on the selection item, and no further discussion was recorded before the committee voted to approve the ranked list and adjourned the selection meeting.
The action recorded at this meeting is procedural: approval of the ranked list and authorization to negotiate. Any final contract will return to the Finance Committee for consideration and approval as required by council rules.
