The Chester County Board of Commissioners on April 9 unanimously approved the meeting agenda and a consent agenda that included a $3,900,000 bid award for the Chester Valley Trail extension and a package of contracts and grants across county departments.
Chairman Joshua Maxwell called for a motion and the board adopted the agenda and the consent agenda by voice vote. Commissioner Marion Moskowitz and Commissioner Eric Rowe joined Maxwell in the affirmative.
The consent agenda included minutes, contract approvals, authorizations to bid, budget changes and vouchers as submitted by the controller. The board recorded or discussed several specific contract and grant items during the contracts and grants portion of the meeting:
- District Attorney's Office: Two contracts supporting Liberty Mid Atlantic High Intensity Drug Trafficking Area (HIDTA) initiatives were presented: Ronald Adams for $127,314 (programs management/associate deputy director position, term 04/01/2025'03/31/2026) and Van Jackson for $91,086 (overdose response strategy drug intelligence officer, term 04/01/2025'03/31/2026).
- Drug and Alcohol Services: Director Jamie Johnson presented four contract amendments increasing residential and outpatient services with local providers (Bowling Green Brandywine; MVP [Motivation, Vitality, and Perseverance]; Advanced Treatment Centers for methadone services in Thorndale; and Halcomb Behavioral Health for recovery support services). She also presented a grant amendment with the Pennsylvania Department of Drug and Alcohol Services increasing funding by $800,000 through the end of the fiscal year (term through 06/30/2025).
- Facilities: Two contract amendments were presented for building systems maintenance: DBL Group (HVAC maintenance) for $159,020.04 with an extended term through 04/07/2026, and Herman Goldner Company (chiller maintenance at the Justice Center) for $11,840 with a term through 03/31/2026.
- Human Resources: A contract with Monarch Staffing for temporary personnel and a stop-loss insurance renewal with HCC Life Insurance Company for $904,150 (calendar year 2025) were included.
- Managed Behavioral Health: A $50,000 contract amendment with the county's solicitor firm (Obermeyer, Rebman, Maxwell & Hippel) for managed behavioral health legal services was presented.
- Parks & Preservation: A preservation partnership amendment with East Benson Township (Independence Park improvements) to extend the project completion deadline to 12/31/2026 was presented.
- Pecompson Home: Two contract extensions were presented, including an extension with Advantage Care Rehabilitation (therapy services) and PointClickCare Technologies (medical and billing software).
- Workforce Development: Four industry partnership contracts with the Chester County Economic Development Foundation were presented, including AgConnect ($237,500) and other sector partnerships with terms generally spanning 2025'20 26/2027 depending on the partnership.
- Grants: A mix of grant awards and applications was approved or introduced, including Pennsylvania Commission on Crime and Delinquency (PCCD) and Administrative Office of Pennsylvania Courts grants supporting treatment courts (drug court, recovery court, veterans court, and mental health court) with amounts ranging from $7,380 to $13,599; and two HIDTA grant renewals matching the DA contracts ($127,314 and $91,086, terms 04/01/2025'03/31/2026).
Board action on the contracts and grants took the form of motions to approve the agenda, the consent agenda, the contract agenda and the grant agenda; each motion was approved by voice vote with no recorded opposition. The board did not record a roll-call vote; commissioners voted "aye" and the motions passed.
During public comment, a Malvern resident, Gail Newman, urged the board to install 24/7 security at the county's ballot and tabulator storage to protect election materials. She asked the county to 'trust but verify' by stationing a guard to oversee mail-in ballots and tabulators.
No additional policy votes or standalone ordinances were introduced at the meeting; the session concluded after commissioners' reports and public comment.
