The Manteca City Council on April 15 approved appointing Council Member Morwitt as an alternate member to the San Joaquin Area Flood Control Agency (SJAFCA).
The item was pulled from the consent calendar for brief discussion. Council Member Morwitt said she had not wanted the assignment but accepted it after Vice Mayor Halford said the city needed an alternate to ensure representation when the primary member is absent. Vice Mayor Halford said the city sometimes has trouble getting a quorum on the SJAFCA board and needs consistent local representation.
Council Member Lackey moved to appoint Morwitt and Council Member Breitenbucher seconded. The council approved the appointment by a 5‑0 vote (Mayor Gary Singh, Vice Mayor Halford, Council Members Lackey, Morwitt and Breitenbucher). City staff said they would follow up with counsel on procedural questions raised during the consent discussion.
The appointment ensures the city has an alternate representative available for SJAFCA meetings.
