Council expands Community Facilities District 2022‑1 annexation map to include two new subdivisions

The council approved adding the Indelicato and Dutra subdivisions to the CFD 2022‑1 annexation boundary, allowing those newly annexed areas to proceed toward inclusion in the district for park, landscape, lighting, street maintenance and public safety funding. Vote 5-0.
The Manteca City Council on April 15 adopted a resolution to expand the annexation boundary map for Community Facilities District (CFD) Number 2022‑1 to include two recently annexed subdivisions, Indelicato and Dutra, clearing the way for those areas to pursue formal annexation into the CFD.
Deputy Director of Public Works Kevin Fant explained that CFD 2022‑1, formed in 2022, supports park maintenance, landscape and lighting upkeep, street maintenance and public safety. The two subdivisions were outside city limits when the district formed and have since annexed into the city; expanding the CFD map aligns the district boundary with the new city limits so the subdivisions can move through the unanimous approval process for annexation into the district.
Judy Blumhorst, a Manteca resident and former Planning Commission chair, spoke in support, saying the CFD formation and extension of services are important to maintain city services as growth continues. No speakers opposed the map expansion at the hearing.
Vice Mayor Halford moved and Council Member Lackey seconded the resolution to add the territory to the CFD annexation map; the council approved the measure 5‑0 (Mayor Gary Singh, Vice Mayor Halford, Council Members Lackey, Morwitt and Breitenbucher). Staff said annexation into the CFD would proceed with the necessary notices and unanimous approval process.
