Board advances student‑device policy aligned with state law, considers public input for stricter rules

The Salt Lake City School District Board of Education moved policy S11 — governing student electronic devices — to the action agenda April 15 to align district rules with the state’s recent statutory changes.

Policy subcommittee members told trustees they revised language to reflect state law while preserving school and administrative discretion on implementation details such as whether devices may be used during passing periods or at lunch. Committee members said administrative procedures can set the specific times and exceptions permitted under law.

Trustees and staff discussed the principle behind the policy and whether the board should seek broader public input if it wants to adopt a stricter, bell‑to‑bell ban or other local limits beyond state minimums. Christina (district counsel) and policy committee members advised that the board can approve a policy that mirrors state requirements and use the administrative‑procedure process and public input to refine site‑level implementation.

Board members asked staff to ensure exceptions required by law — for example, emergency communications, translation for English learners and documented IEP accommodations — remain explicit in procedures and communications to schools. Several trustees said they would welcome additional community outreach before imposing more restrictive rules than state law currently requires.
