Councilmember Barrett, who led the item, said the change was intended to avoid capturing legitimate uses — for example, residents who might be at a bus stop in the early morning and again late in the evening for work — and proposed striking “24 hours” and replacing it with “20 hours.” Barrett moved introduction of the ordinance as amended; Councilmember Obagi said he supported the change and pointed to data on housing stock included in the packet.
Public comment included residents who described personal experiences with people living outdoors and urged humane approaches; one resident suggested short‑term lodging options for individuals with disabilities who need an overnight option. After public comment the council voted to introduce ordinance number 3293‑25 for first reading as amended and scheduled a second reading and adoption at the next meeting.
