Redondo Beach opens five‑year CDBG consolidated plan for public review; adoption hearing set for May 6

City staff and consultants presented the proposed 2025–2030 consolidated plan for Community Development Block Grant (CDBG) funds at the April 8 meeting and opened a 30‑day public review period ahead of a May 6 public hearing for adoption.

Joyce Lee, the consultant project manager, told the council the consolidated plan is required by the U.S. Department of Housing and Urban Development and covers a five‑year cycle of community development and housing goals. Lee said staff used HUD data sources, local surveys and seven community meetings plus eight stakeholder interviews to identify priorities. The plan lists seven goals: support development of decent housing, create sustainable neighborhoods (public facilities/infrastructure), provide vital public services for vulnerable populations, expand affordable housing opportunities, cover planning and administration, create economic opportunities, and prepare for disaster recovery.

Staff described existing CDBG activities that would continue or expand if funded: a mobility access and emergency repair grant for low‑ and moderate‑income homeowners and persons with disabilities, ADA curb ramp and public‑facility improvements, subrecipient funding for public‑service providers, and contingency plans for disaster response. Staff encouraged residents to submit comments by May 5 and noted HUD’s submission deadline of May 15.

Public commenters included residents who urged stronger protections for vulnerable people and described experiences with secondhand smoke and beach cleanups; staff also noted attendees at the city’s outreach events. Council members thanked staff for the outreach and directed staff to schedule the adoption hearing for the consolidated plan on May 6, 2025.
