Lake Forest council adopts routine fee updates, adds commercial vending fee

The Lake Forest City Council voted 4‑0 on April 15 to adopt routine updates to the city's schedule of user and regulatory fees, applying a 3.3% consumer price index adjustment where fees aim to recover a portion of service costs and adding two new charges.
Assistant Finance Director Amy Lewis told the council the changes "reflect a 3.3 consumer price index adjustment for fiscal year 20 five‑twenty 6" and that the adjustment "does not increase the level of our cost recovery. It simply helps us keep pace with inflation." Lewis said the adjustments would take effect July 1, 2025.
Council members approved the resolution titled "A resolution of the city council of the city of Lake Forest, California establishing updated fees and charges for various municipal services." Lewis also said staff recommended two new fees: an $85 appeal hearing fee and a commercial vending vehicle initial permit fee of $189 with a renewal fee of $95. Staff proposed removing the Cyber Cafe license fee and told council a comprehensive fee study will begin later in the year.
Councilman Tenemer asked for further analysis of how holding some fees steady affects general‑fund subsidy; Lewis said staff could provide that detail to the audit committee. After public comment, the council moved, seconded and adopted the resolution by roll call, recorded as a 4‑0 vote with Mayor Pro Tem absent.
The adoption is an interim adjustment tied to CPI; staff will return later this year with a more thorough cost‑recovery study.
