DRC: Wild Oaks Lot 7 access roads must be built to public standards; temporary construction gates permitted

The Development Review Committee reviewed a proposed construction-site plan Oct. 15, 2025, for access roads serving Wild Oaks Lot 7 and emphasized that the eastern segment must be designed and built to public-road standards even if it is a private drive.
Jean Sanchez, project manager in Community Development, said the proposed private drive and public street both touch Kelly Park Road and that, regardless of private ownership, the eastern segment must be designed and constructed "as if it was a public road." Staff's comments include sidewalk and crosswalk requirements and other design clarifications.
A representative for the applicant told the committee the project could be built in two phases and that a temporary construction fence with a gated emergency access point would be used at the interface between phases. Community Development said temporary gates for construction are acceptable but cautioned that gates cannot be placed on the private drive in a way that would permanently block connectivity.
Public Works confirmed it had submitted comments through the portal, and Fire had no additional objections recorded. Community Development said it would reissue its comments to ensure all design and pedestrian-access items are addressed before final plan approval.
No formal DRC vote was recorded; staff directed the applicant to address the crosswalk, sidewalk and other design comments in a revised submittal.
