DRC reviews Saddler Road annexation, rezoning and future land-use change; public hearings to wait on school capacity

The Apopka Development Review Committee heard a proposal Oct. 15, 2025, for annexation, a future land-use amendment and rezoning of the Saddler Road assemblage west of the Gardenia Reserve subdivision.
Jean Sanchez, the project manager in Community Development, said the application requests inclusion in the Kelly Park interchange form-based code area and that the code requires a mixed-use future land-use designation for such applications. Community Development staff reported no substantive objections to the annexation or future land-use request and said the annexation "meets statutory requirements"; staff cited Florida Statute Chapter 171 in that context.
Staff noted housekeeping comments on the rezoning and master plan, including stormwater details, buffer clarifications and aesthetic items that the applicant must address. Sanchez said Community Development will not set public hearing dates for the future land-use and rezoning requests until the city receives a school-capacity determination. She also said the city will send the 30-day public-hearing notification to Orange County as required under the city's JPA.
Luke Class of 1828 Engineering, representing the applicant, described right-of-way and access concepts for Saddler Road. He said roughly 30 feet of right-of-way exists along the western half adjacent to the property; the eastern half contains the right-of-way but is blocked by two private gates. The applicant proposed removing those gates and extending the existing roadway section south and east to connect through to the western limits of the property, ultimately creating a continuous connection from Round Lake and Golden Gem through Wild Oaks and toward Plymouth Rento.
Committee members raised no additional objections on the annexation or future land-use items during the DRC review. Community Development said it will reissue housekeeping comments on the rezoning master plan and work with the applicant to resolve stormwater and pedestrian-access (sidewalk/crosswalk) items before public hearings.
No formal vote was taken by the DRC; Community Development indicated the annexation, future land-use and rezoning applications will proceed through standard public-notice and Council-hearing steps after the school-capacity determination and required notifications are complete.
