Commission approves Norwich Township fire-training structure at Station 84 with added screening

The Planning and Zoning Commission on Oct. 9 approved a final development-plan modification to permit a 1,200-square-foot fire-training structure at Norwich Township Fire Station 84, located within the Hilliard Recreation and Wellness Center PUD. The approval carried conditions recommended by staff plus an additional requirement from the commission to increase screening around the structure.
Staff described the training accessory structure as constructed largely from metallic storage containers configured for emergency-entry and search training, including a burn room and a separate clean building for non-burn training. Staff said only class A materials—pallets and straw—would be used for controlled burns and that water would be the extinguishing medium; any runoff would have to comply with the city's MS4/stormwater permit.
Battalion Chief Heath Goode said the training structure would be lockable and used by the fire department and police for search and related training. He told commissioners the manufacturer’s logo currently shown on renderings is the vendor’s mark and the department would place its own logo. The fire department committed to coordinate training times with park events and to work with the city on non-discharging water-retention measures for runoff.
Commissioners added a condition to triple the arborvitae planting shown on the landscape plan to improve screening from Cosgray Road and the adjacent park. The motion to approve the final development-plan modification with staff conditions and the additional screening requirement passed unanimously.
Ending: The training structure will be constructed with the agreed controls on burning materials and stormwater; Norwich Township and city staff will coordinate final details including training schedules, runoff controls and landscape screening.
